If you’ve never scrubbed limescale off a kettle or wiped white dust off your furniture, there’s a good chance you live in one of these cities. The softest tap water in America comes from a handful of towns fed by protected mountain reservoirs and snowmelt — and the two softest big-city supplies of all are, improbably, both named Portland: Oregon’s Bull Run and Maine’s Sebago Lake, each around 9 ppm, roughly fifty times softer than Midland, Texas. We built this the same honest way as our hardest-water ranking: every number is the city’s own utility figure for treated tap water. Below: the full list, why these places got lucky, and what soft water actually means for your appliances, your skin, and the white dust from your humidifier.
How we ranked this
Water hardness is the amount of dissolved calcium and magnesium in water, measured in milligrams per liter of calcium carbonate — which for water is the same number as parts per million (ppm). The U.S. Geological Survey calls anything under 60 ppm “soft.” One grain per gallon, the unit a water softener uses, is about 17.1 ppm.
We used the same rule that made our hardest-water list trustworthy, applied in reverse:
- Treated tap water only — the number the utility publishes for the finished water it delivers, not a raw source.
- Each city’s own utility as the source — Consumer Confidence Reports and official water-quality pages, listed at the end, not third-party aggregators, which we caught disagreeing with utilities by wide margins.
- Only genuinely soft cities qualify — every city here is under 60 ppm on its typical figure, most far under.
That discipline is the point: a ranking is only worth linking to if every number opens to a source, so each figure below traces to the utility that published it. Where a city’s water varies by season or source, we say so.

A pattern runs right through the list: nearly every one of these cities drinks from a protected mountain reservoir or a snowmelt-fed river. That’s the whole secret to soft water, and it’s why the map of soft-water cities looks so different from the map of hard-water ones. A quick honesty note: a few of these (San Francisco, New York, Asheville) blend sources or vary by season and neighborhood, so your street may read a little above or below the citywide figure — your own utility report is the last word.
Why these cities have soft water
Water gets hard by spending time underground, dissolving calcium out of limestone and other mineral-rich rock. Soft water is water that never had the chance. Almost all of these cities capture rain and snowmelt in protected surface reservoirs and pipe it to your tap before it can pick up much mineral — so it arrives nearly as soft as the rain that made it.
Geography does the rest. The Pacific Northwest — Portland, Seattle, Tacoma, Eugene — combines heavy rainfall, granite and volcanic bedrock, and mountain watersheds. New England and the mid-Atlantic reservoirs (Boston, New York) sit on hard, non-soluble bedrock. And the Southeast’s Blue Ridge and Piedmont cities (Raleigh and Asheville) draw from mountain rivers and lakes. It’s the mirror image of the hard-water belt — the Southwest, Texas and the Great Plains — that tops our hardest-water-cities ranking, where cities sit on limestone aquifers and run past 250 ppm.
What soft water means day to day
Soft water is the reason people in these cities never think about a few chores that plague the rest of the country. With so little dissolved mineral, soft water leaves almost no limescale in kettles, water heaters or coffee makers, lets soap and shampoo lather freely so you use less, and doesn’t leave spots on glasses or a white film on fixtures. Appliances tend to last longer because scale isn’t slowly clogging them.
Two honest caveats keep this from being pure marketing. Soft water can feel faintly “slippery” in the shower because the soap rinses so cleanly, which takes some people a while to like. And very soft water is mildly more corrosive to old metal plumbing than hard water, which is why utilities treat it to protect pipes. Neither is a real problem for the people who have it — soft water is the easy end of the scale, and the cities above got the good deal.
Soft water and your humidifier
Here’s where soft water intersects with what we do. The white dust that coats furniture around an ultrasonic humidifier is simply the dissolved mineral in the tank, sprayed into the air and left behind when the mist dries. The softer your water, the less mineral there is to become dust — so in a 9-ppm Portland home, an ultrasonic humidifier throws far less white dust than the same machine would in a 300-ppm city. If you live in one of the cities above, white dust is a much smaller worry than the internet makes it sound.
Two fair points, though. Soft doesn’t mean zero: even at 15–40 ppm there’s still some mineral, so an ultrasonic unit can leave a light film, just far less of it. How to check your own city
The ranking covers the softest; your tap is local. To get your real number:
- Read your utility’s annual water quality report. Every U.S. public water system publishes a Consumer Confidence Report each year, and hardness is almost always listed. Search your city plus “water quality report.”
- Or test it in seconds with a hardware-store strip — enough to know which band you’re in.
- Compare to the USGS bands. Under 60 ppm is soft, 60–120 moderately hard, 120–180 hard, and above 180 very hard.
If your number comes back under 60, count yourself lucky — you’re drinking some of the easiest water in the country.
